I paid him back when I was getting them done as 12's with Ti baskets and the composite cones. He already has the money and can't refund it because his paypal is at a negative balance. Either I get the recones, or I get nothing. What would you choose?

I doubt anybody recommended using anything besides OEM parts for those motors.I wouldn't have dealt with him in the first place. Not saying I told you so but... If I remember correctly in one of your threads I advised you to get the DD recones and stay away from getting recones elsewhere.
I've seen 4 Z's get recones that weren't from DD. They all either had to be re-reconed by DD or had subpar performance compared to DD parts.
DD still has parts to recone any Z. My two Z's are the gen before these and I can still get recones (although I have to swap to the new baskets since they use different spiders). And the price surprisingly isn't too bad other than the composite cone which is $300.So what, DD doesn't make parts for these anymore? Seriously, this is one of the many reasons we told you to stick with the OEM parts.
IF Tantric ever sends you anything, sell it to the next sucker and buy the correct parts for those DD motors.

The guys doing 180's with them aren't having troubles yet you're going to somehow break them using the standard DD frame that's been setting world records for a decade.They do make parts for them, but I wanted ti baskets that had more clearance. I hate the new DD baskets and was planning to invert the subs in my car as 12's. Dd would not build them with Ti baskets. DD themselves said the old 12 spoke claw baskets didn't let those motors reach their full potential.

NOBODY is looking for DD-Z recones that aren't made by DD but they'd possibly fit something else and you can get something out of them.
Really you should probably just trade those motors for something that is better designed to play 20hz sine waves. DD-Z is not the correct platform to do that with no matter what magical softparts someone is telling you will make them do it.
Also I don't think you are anywhere near needing composite cones. That's for guys that are like high 160's and 170's that shred pulp cones.
You cannot recover a sunk cost. Just write off your loss as an expensive lesson and order the proper parts from DD.
