which sub is louder?

my brother has 2 phoenix gold titanium 10" subs in a big sealed box with a jbl600.1 amp. would the kicker comp vr's be louder? i know they wont sound as good, but all he cares about is spl. and also a quick question... his ti subs are svc 4 ohm subs, in general, would the dvc version of that sub sound better> or is the dvc just for wiring purposes for the amp?
