Well, holding people accountable typically makes them not act like rogues... so yep. Cops can still be held accountable without removing qualified immunity. There are laws to stop criminals to, yet, criminals keep committing crimes. Removing qualified will change nothing. Forcing cops to always wear cameras would help more.
