Sub not hitting lows, reccomendations?

Ok, so I have a Kicker S10L5 in a ported enclosure tuned at 38hz. Ever since I've had it it's refused to play lows (it's always been in the same enclosure). I was wondering if it had to do with the enclosure or just the sub itself.
An example is Flashing Lights by Kanye. The first bass line is ok, then the 2nd bass line (the lower one) just barely comes through and you just hear the kick drum.

Any suggestions of what is causing the problem? After reading some I believe it's the enclosure.

It's this enclosure btw http://cgi.ebay.com/10-VENTED-MDF-KICKER-L5-L7-SUB-ENCLOSURE-S10L5-S10L7_W0QQitemZ150251009756QQihZ005QQcategoryZ50568QQssPageNameZWDVWQQrdZ1QQcmdZViewItem
its tuned way too high for one, and if your amp has a subsonic filter, make sure you lower it a lil, but not too low or u could damage your woofer.

Well just built the sealed and it's hitting harder but the same thing for the lows.

My subsonic filter is at 15hz as of now and low pass is at like 150. This an alright setting? I'm thinking about rewiring so that it's in series instead of parallel to see if that changes anything.

I'm going to look over the wiring too as Crimson suggested. Could be something really dumb.

BTW, my friend has 2 12" Kicker CVRs from like 2003 or 2004 that are in a sealed box and the lows on that are amazing.

Edit:

So I checked the wiring and it was fine. Could it be I just got a defective sub?

Oh, probably a good thing to know. I still have some crap cables running from the deck to the amp that I got at target. I have some good ones that I just didn't get around to installing. Would this effect the lows in any way?

it takes more power on the sealed enclosure to get the same output, but the low notes are nto gonna rolll off below the tunign freq in a sealed enclosure.

Example try 20 Hz on a sealed sub and then carefully on your ported sub. sealed should have higher output unless tuning is below 30.

For that particular box (unmodified) tune your SS filter to 35hz and set the low pass around 80hz with a 12db/octave slope, but this depends how good your mids are. Anyone who says Kicker L anything has serious SQ, just hasn't had any good subs lOl. If you wanna go on the cheap get a piece of MDF cut to the specs of your box extending the port length, may give you just what you need. Be sure how ever longer you go you keep the same port entrance dia. Polo.
