what I am trying to say is:
When your hood is up, and you turn your head.. the hood is likely loose, therefore the head turns but the hood does not. Leaves you looking at the side of your hood. Perhaps thats what the cop was thinking, I dunno.. In MI, cops use the obstruction of vision or control for writing us up on tinted windows. Automatic 3 points. The example I was given (in court by a judge) is: Obstruction of control is like having your child on your lap and letting him/her drive.. I was like WTF!?! And tinted windows compare to this offence how!?!
