Is 600 watts too much for a kicker 2010 comp VR?

I'm trying to decide between a Power Acoustik D1-3000DB or an Hifonics Brutus BRZ1200.1D amp to power two kicker 2010 comp VRs. First of all the comp VRs have an rms of 400 watts. If I run the BRZ1200.1 D it would be 1200 x 1 channel and a 1 ohm load. The power acoustik would be 900 watts x 1 channel and a 4 ohm load. My only Problem is the power Acoustik isn't CEA-2006 compliant which worries me, but I think the hifonics amp would be too much power. Help!

 
I would also pick the hifonics over the power acoustic should sound fine I'm not sure if kicker and clean belong in the same sentence to begin with but I think you'll be satisfied.

 
I have one cvr already. I've heard the 07 cvr ported and it sounded bad . I listen to dubstep, electo house and techno so the bass from the cvr is clean for my music. And my budget is $250

A properly ported sub shouldn't sound noticeably worse than sealed.

At 250 for the amp, look for a used sundown SAZ 1000d or other lower powered sundown amps....also audioque
