$700 + what Sub = Teh Secks?!?!

Sup guys. A buddy of mine has a XX-Hercules and is looking to spend some tax money on a subwoofer. Hes got like 700 to spend, but he needs to build a box, get some wire, and a sub. So, pure spl in mind, what is a good subwoofer for that amp? Its also going in a grand Marquis. Any ideas, would be GREATLY appreciated. As i would like to help him out as much as possible.

running that amp at .4-.5 on the DMM is more risk than you want to take.
