Setting levels for mids and highs

I recently installed replacement speakers in my dash (3" Dayton Reference) for highs and doors (7" Dayton Reference) for mids. The highs seem to play much louder than my mids. Is this normal or should I lower the gain on the highs to make them play equal to mids?

 
This is the first time I've had a component setup like this. Wasn't sure if it was normal for highs to sound louder than my mids. Sorry if you guys think this is dumb, just trying to get this setup correctly.

Based on what I heard, set gains for mids and highs so the levels sound equal

 
Here's my dumb question, are these speakers all externally amplified? Are one set of speakers powered by a head unit?
All on external amp with separate gain and filter for each set. I have everything crossed as I want, just need to adjust gain I think to quiet down the highs.
