setting gain help please

I am trying to set my gain using a dmm, but the dmm has to settings for AC volts. it has 500V, and 200V. When i set it on 500, and turn up the volume, it shows 0.00. When i set it on 200V, it will show 00.1, 00.2,00.3 as i turn up the volume. In the very useless booklet that came with the dmm it says that the resolution for 500V settings is 1V, and that the resolution for 200V it 1mV. So shouldn't i set it on 500? and why would it read zero! thanks.
