He's saying that on a pole vented tweeter that the bass can travel up the polevent and somehow push out the diaphragm. Problem is two fold:
1. The pole vent on such tweeters is so small and there is so little air to compress within the tweeter that the compression alone will prevent anything from happening. Drill a 1/8" hole in a sub enclosure some time, and you'll be surprised to see that there is very little if any airflow out of the hole. The air is moving too quickly to be forced through the hole and ends up choking itself off.
2. A textile dome tweeter is rarely a piece of fabric sitting by itself on a voice coil. Usually, they cover a small semi-spherical piece of foam which provides support. The foam isn't going anywhere, so even if you somehow manage to get air up the pole vent, it won't matter because the air has nowhere to go.
So no, even if you don't have a sealed back tweeter, nothing bad will happen.
