Hooked up new sub

Ok so when my new 15" TC 2k's came in i decided to wire one up to my friends supposeably 1200 watt pyle amp it was at 4ohm so i don't know how many watts were going to the sub but it was not even moving and i could barely hear any bass just like a lot of treble. Is this a sign of under powering? Im guessing this Pyle amp is highly underrated so hopefully there was only like 100 real watts going to the sub.
