FS of a sub

Can anyone tell me what if anything they can take from this spec from the kicker L7 15.. the frequency response starts at 18 but the FS is like 26..which number should i look at when choosing a sub that produces low notes the strongest.

its more gonna come down to box design

for example: BTLs have a high FS, but they will murder the lows if done in a good box
