Sealed systems can 'extend lower' because they have no tuning point to unload below. All vented systems do. However, vented systems tend to have over exagerrated bass, due to their higher efficiency, so people translate this as it 'hitting lower and harder' than its sealed counterpart.

Doesn't sound like a bad start, although with that kind of budget, why not branch things out a little?
