The part with the holes in it is a gasket. Are you measuring the gasket or the surround?

I think the plastic part you are refering to is the dustcap because it looks plastic...

kk here i hope this clairfys it. THe red line is 12" the white is 10". So is the sub a 12 or a 10. :S Dumb question i know but the foam is 10".

A sub is measured from edge to edge, where you drew your red line. That is the standard way of measuring a sub.
