Wierd speaker whine

Ok I have my kicker R19 tweets installed. And they produce a low level hiss. It does not sound like alt whine. Here is the teaser. I have them hooked up to my amp, the same amp my front and rear speakers are connected to. If I turn off the Head Unit, thus turning the amp off they still have the hissing sound:confused:

Any clues at all?????

 
Where are the passive xovers located? If they are located near a power source (fuse box, power wire to *something*, etc) then the passive's can pick up noise from that and subsequently the speaker will play it.

Could be the problem. One is near the fuse box. Will move and see if that helps.
