There is copper phone cable that has been underground since the 60's. I know that's what I do for a living, bury utilities that is. Keep your ends tight and it won't corrode. They make everything under the sun to do this, especially 3M because every single phone pedestal, slick cabinet, 248 cabinet and Vrad has cheap copper wire connections exposed to outdoor elements year round for decades. There's really not much to debate about it as it's pretty simple with tons of solutions for every type of connection and splice imaginable. And they don't even use OFC, just cheap single strand copper, usually as cheap and low gauge as they can get.
