i dont think its just the highest rating cuz there have to be some that only get one vote of 10.

10,000 votes with a rating of 9.9 should beat a 10 with only one vote, but i guess i could be wrong.

if you sort them by most popular there are some with high ratings and like 3-4K in votes.

the most popular has like 21K in votes
