No, the deeds just typically say something to the effect that the current owner is transferring whatever mineral rights the owner has, without stating what they are. The standard title search will not cover mineral rights.Wouldn't they know that when deeds are transferred?

You have no issue borrowing that much money, but the average American might. I think you are overestimating people. The masses would complain and pay up.Actually, gasoline on the futures market is quite cheap....and I have no issue at all borrowing that kind of money.

And it wouldn't be easy to police the upteenmillion co-ops that would pop up during such a thing. They have a very tough time around here determining who can use off road diesel. They die it a different color...the cops never check.

I think it would be easy to police coops. Before they can buy more gas, they have to pay the tax on the last gas they bought. I doubt those selling gas would have much of a problem collecting the money.

But I still think just raising the gas tax in isolation wouldn't be successful. It would have to be a package of reforms if you really want energy independance. Like i said, I cannot build a ketchup powered car and drive it to work today....
