It's a function of the port's cross-sectional area and length in relation to the size of the box; http://www.jlaudio.com/tutorials/ports/index.html

Or you can download a program like WinISD, and when you input the box size and port diameter (or lenght and width), it will tell you how long the port has to be for a desired tuning frequency. However, WinISD and doing it using the forumla almost always give different lengths needed. Best to do it by hand IMO.
