The middle-ground here is the use of an effective manager. A good manager can motivate an employee to emphatically sweep that sign in 5 minutes and move on to a different sign after that. A good manager can provide enough autonomy that the employee can identify areas of improvement or higher efficiency or streamlining or whatever cool corporate word you want to use.
However, a good manager may never be able to do anything with a shitty employee. The honus for good, quality work must, in the end, fall on the employee.
