no it is not true they can both get low the enclosure design and size as well as a subs T/S determines what the sub can and cant do.
Yes, I agree with that, but most dont tune below 30hz which in that case a large sealed box could get lower than that. Guess there's too many variables to make a statement towards which gets lower.

sounds like you dont know wtf is up. my box is ported at 30hz and i can grab teens.

 
A sealed box rolls off at 12db/octave a ported rolls off at 24db/octave below tuning. A ported will almost always have more output near the bandpass the port plays in, go much below that and the slow dropoff of a sealed box wins out. However, in alot of cases that happens at like 25hz or lower, which isnt' much good for music since very little goes that low. Just depends on your design goals, if you really want to get low IB, which is a big sealed box (more or less) or a LLT (a huge ported box tuned in the single digits) are usually the two common approaches, so both can really work. Regardless in car cabin gain is huge so anything can play very low, just depends on what kind of frequency response you want and how much overall output.

 
show me the facts that these subs do below 40. i know for a fact idmax dont do below 40.
a tweeter will play a 40hz tone, just not very loudly. An idmax can play a 40hz tone at 110db's in half-space with no gain. They have over 25mm of xmax which is more than enough to play very loud sealed in a car especially. In a car that 110db is usually upwards of 135-140 depending on the car's gain. Whether that loud enough for you is up to you. Again since the box size for a sealed box is half the size of a ported box usually, you could simply use 2 sealed and gain 3db's even when you split power which makes up for alot of extra SPL you gain by porting, while keeping the response the same. Again trade-off's and goals. Regardless the idea that any sub can't play below 40 in a car is honesty laughable. Especially when the sub in question has 1000 watts of power handling and as much excursion as they do.
