Most people who feel Vista will get replaced next year will feel pretty stupid when they realize Windows 7 is still just a modified version of Vista at this point (currently, it's Windows 6.1) ...
If it were going to be out within a year, there would already be a public beta out ... but there's not ... die ...

I guess we have different opinions on what 'out' is. Regardless, it is coming though.

I know it's coming ... But it won't be officially launched until 2010 at the earliest (I would expect late-2010; just before Christmas) ... Even then, the new OS will feature a new file system, will probably be only 64-bit (God, I hope it will. 32-bit in 2010 would be t3h l4me), etc., so don't expect a lot of your old hardware and software to work with it.
There's really no reason to avoid Vista at this point if you're buying a new PC, IMO. Hardware requirements are more than ample to handle Vista, it has no glaring deficiencies anymore, and it offers better features than XP.
