I'm not sure I agree with the first sentence...I mean, it is their responsibility to provide rescue services and support for the refugees. To supply them with food and shelter. If the state completely turned its back on these people, it would be criminally negligent.It is neither the governments nor the state of Louisiana's problem that a hurricane hit.
People need to rebuild on thier own.
If you can't or don't have the financial means to relocate, too bad.
.. only bad part is around 150,000 of the people in lower LA only made $8,000 a year, and now these people might stay in TX..

However, I do agree with your statement about rebuilding...this is a floodplain, people. It's exactly like these assholes that build their houses on the NC/SC coastline and expect to get money to rebuild after a storm wipes their house into the ocean. If you build your house 15 feet below sea level, you have to realize that it's in extreme danger of being flooded, just like if you put your house on the ocean side of a barrier island it stands a good chance of being swept up in storm surge. That's common logic. You shouldn't get paid because of your stupidity...
