Plenty of people here can make you a very cheap design, and if you have a little time here and there, build your own. Good project and sense of accomplishment.

I'd say you stay away from the CVR's.

WIth a $500 budget, there are quite a few options out there: mroe specifically, I would suggest a single dual 4ohm, midline 12" subwoofer over a pair of lowend 12" subs. Take a look into a single 12" Incriminator Audio Lethal Injection, a DC sound labs level 3, or even the new Subtilis VVX-12. Both can be had for fairly cheap ($200), then you can pick up an amp such as an MBQuart DSC1500.1D ($210), Audioque AQ1200D ($250), or Audiopipe AP15001D ($140).

The reason I emphasize dual 4 is because dual 4ohm subs can be wired in parallel for a final load of 2ohms. The amps I just listed put out a solid 600-800w @ 2ohm, which is a perfect match for the subs listed. Then, if you were to add a second sub, you can wire them for a final load of 1ohm, which would be just as good becuase the amps I listed put out a solid 1200-1500w @ 1ohm.

In all, it's about flexibility and value. I don't like those CVR's one bit. Even though they are dirt cheap, they're not a good value because 1) they would eventually be tossed out for something better, and 2) I see no resale value in them.
