IIRC, if the building was constructed before those laws were enacted, then the laws don't apply due to ex post facto . Just find out when the law was enacted and if it was before that building (and bathroom) was constructed, then you're good to go.

actually i dont know.. if hes trying to just bring the building up to code then i wouldnt be furious and probably wouldn't even blame him. but i DO know that a shop down the street from my workplace was fined 25,000 dollars.. if my mom gets fined 25,000 im gonna be mad regardless of what that disabled person may think. if the owner of the complex gets fin mehhh, oh well it was his job to keep up with regulations right?
