What do you guys recommend for a 15'' sub that isn't too spendy(affordable), and still has a high quality. A friend of mine is looking to upgrade his current setup to celebrate the birth of his new baby girl.

How about an MTX RFL and 2 recone kits for $300 plus shipping. The sub also has a fresh recone on it.

The sound splinter should be great, but if it's too much, see voodoo (voodoocaraudio.com) subs on ebay... I just picked up a 15... $80.00
