I looked all over google for this answer and can't find it.

What determines a speakers ohms? is it the voice coil, the magnet, or both? does the thickness of the voice coil or how long the coil is or how big the magnet is have anything to do with it?

The voice coil. It's a combination of DC resistance (length and gage of the wire) plus inductive reactance (AC "resistance"). Typically about 80% of it is just the wire itself.

DC Resistance is totally dependent on the gauge, length, and material of the coil.

Actual impedence at a given frequency and amplitude is a function of that, motor force (back EMF), inductance, mechanical compliance, the enclosure, the room/car, and thermal and mechanical compression at high power.
