The article concludes with if drunk drivers paid a fine, they should be allowed to drink and drive. ie, a fine that covers the marginal propensity to kill someone.

there was a TV show years ago that tested drunk vs tired drivers. i cant remember for sure, but i think they concluded that tired was about as deadly if not more so than drunk.

i'm sure they did. i highly doubt though, that the guy gives a **** about a valid DL and will drive anywhere for booooooooooooze

Pefect sentence for such a moron. The system gave him 9 chances to get his shit together. I don't think hge gave the judge any choice.
