2ohm vs. 4ohm

4, easier on the amp in most cases.

to be more specific....2X4ohms = 200w (amp1) or 2X2ohms = 200w (amp2) the amps are different, i haven't decided on an amp yet.

i been tryin to decide between the type r 12" and the kicker L7 12" for a week now and still isn't sure

Lower ohm rating at the same power output means more current....and more heat. Less heat leads to longer life and less fuss with fuses blowing and the amp shutting down due to overheating.

with the dual 4ohm coil you can always wire it down to 2 ohms right?

Hmm, everyone likes the Hifonics amps for lower cost. If you don't mind used there are some great deals on ebazy and stuff.
