In fact we could combine it with deer season. We can throw the poor out in fields with teh deer and hunters can shoot either. It's win/win. We thin out the deer pop and poor population at once.

The unique conditions of poverty cause the poor to develop a unique subculture as a way to cope/adapt.

This subculture is passed on generation to generation.

Even when offered opportunity for advancement the poor are unable to take advantage because they have been socialized into the culture of poverty.

Thus, the only solution to poverty is the killing of the poor.

great idea. most of the poor belong to the inner cities so if you are unable to hunt them down, they'll just die anyways, since they are removed from their ghetto
