We have a form of insurance for the poor here called TennCare. It's a disaster though and very expensive. I am not sure if people have to pay a monthly premium though. My ex works at a hospital and people on TennCare go to the emergency room for care that normally would go through PCP (headaches, sore tooth, cuts that are fixed with band aides). That's what makes it very very expensive.

They also get a voucher for a taxi after riding in on an ambulance. So what people without cars do is call an ambulance to get a ride to the hospital and then use the voucher to get where they need to go.

It's not nearly as good as my insurance, but I pay more for it.
But as a "basic" insurance option open to everyone...I don't either really. However, I do agree with the philosophy of forcing everyone to have it if they are going to do this to make the pool large enough to offset the costs of the uninsurable.
It wasnt as good as my insurance (when i had it lol) either.. and if i was employed and paying for my own insurance i would choose a plan that let me go to anyone i want.

I hate managed care "you have to see our doctors" type plans.. i want to be able to open up the phone book and pick anyone i want.

What i had with Uniform Medical. Certain doctors were cheaper yes, but i could still see anyone i wanted to.

But as far as providing basic health coverage for everyone i think its something we, as the richest nation in the history of the world, should offer.

You aren't going to get that under a government plan. Even the plan you posted has a network of doctors from which you select.

We already provide basic health coverage through emergency rooms. I'd support UHC more if the people who took advantage were forced to quit smoking, drinking, drugs, etc. And don't cite HIPPA. They can change the law.
