What would be a louder setup 4 12s or 2 18s?

a yes i already have 2 kicker L7 12s D2s and i was wondering if I bought 2 more L7 12s D2 would it be a better deal and loud compared to if i got rid of the 12s and bought 2 18s like some btls? i would run the kickers on bought 3000 watts total since the rms for 2 is 1500, but 3000 is all i would need even for 2 18s, they would be in a ported box which would be a better choice, thanks
