voltage regulator 911-02R issues.

ok well, I have double and triple checked my wiring... seems like it should work. and alternators are kicking out plenty of current but they are idling at ~15.2 ish volts. and no matter where I rotate my potentiometer to adjust resistance it seems to have no affect. and when I increase engine rpm's the alts voltage also increase.

Any thoughts and/or suggestions?
