the trick is the box always remember that is in the box

not if he's only sending 400 watts to it, that box seems pretty close to good... why would you want it tuned lower than 36? even if you took it down to like 32 its probly not going to be a huge difference and box tuning shouldn't effect the output at every frequency... although he didn't mention if he was impressed with it at all??? OP, is it ever loud or just not what you were expecting all together? if some songs are loud then consider tuneing differently, if its all pretty much the same then you just need more power... the type-R's can take a massive amount of power, i know alot of people that send them 1000+... 400 rms is just not enough

Like everybody else said. You probably need some more power and possibly a bigger box. Get the specs on your amp to make sure your giving it the right amount of power. Then once you make sure the powers not the problem, then move on to the box. That 15" should bang. I cant believe the output of my one 10 on about 900w so I know that 15 should do pretty **** good.
