Sub/Amp help

I got a question on waht sub/amp combo would be nice. (its for a friend). He wants something with good SPL and SQ so I guess SQL. Also he has about 250$ to spend on 1 sub and 1 amp. I was thinking maybe 1 12 kicker compVR but I dont know an amp for it. Any other suggestions?

I have bought from the one above and they are good people, I would just make sure that the subs are dual voice coils, because the picture shows a single voice coil

the RE line is Resonant engineering's lowest line. Is it still decent? Because I have never heard anyone using the RE RE subs just SE SX and XXX.
