w7's will rarely get near their mechanical limits from what I've seen. Their Xmax is 33mm IIRC...that means about 2.5" P2P.Its 4" max displacement --it says so right on the website. In fact it’s a video too. Like I said, for higher frequencies this will not matter as much, but just know, at any given frequency, the 10" will have to move twice as far to match the displacement of that 13.5” cone.
My advice is get a 10" driver with low inductance and high BL, don't worry about Xmax so much because you're going o bet him at a higher frequency if you’re going to do it at all. You don't need 4000 watts to do it either.
eBay value of the 13w7. ~$500. That will get you a BTL, MT, APX, MoFo, Almost a SoloX IIRC, etc...wtf... so the new woofer cant be over $350 new? The 13w7 is way over $350 new. Wow, hes getting scared. Try to etch that rule. Have it to at least match the retail value of the 13W7.

Hmm well you could try to make it into a legal contract but doing so would probably require a lawyer [to ensure it is legal] who is going to charge both of the guys more than $1000 anyway LOL.
