There was a study conducted that tested drugs effects on perception of time. Mice were trained to push a button (and in return, receive food) after 12 seconds had elapsed. The mice with no drugs pushed the button very close to 12 seconds. Mice under the influence of marijuana pressed the button well after 12 seconds, and mice under the influence of coke pressed the button well before 12 seconds.

Altering your perception of time could easily be demonstrated to affect both your judgment (based on your frame of reference with regards to elapsed time) and your motor skills (reaction time, speed of muscle movement, etc).
