shifter problem

i was goin to see if i could take my shit ko off right?i have a 97 accord...well ne ways i started turning it and the WHOLE shifter turned...all the way down thru the shift boot and all?what the h*** is this?...was it suppose to be that way and if so then how do i get this shift knob off?
