Setting SSF on RE 12.1

Just got a RE 12.1 and was trying to set the SSF.

I found the voltage to be sqrt ( 1200 x 1 ) = 34.64.

SSF frequency = (3/4) x (31). = 23 hz

SSF voltage = (.707) x (34.64) = 24.49

Now when I was setting the SSF, I put it on a 23 hz tone, and I could not get the voltage above 21.

Anyone have any idea what the problem is? I went all the way from min to max... Currently I just left it at the min it would go. When I turn the SSF off completely, however, it goes up to 35 volts at 23 hz.

Also on the wiring, there's 4 terminals for the speaker wire.

+ - + -

I set it on the inside two, and the impedance should be 1 ohms. Is that correct, or should it be on the outside two?

 
the 4 speaker cables are a mono output on that amplifier. so usingthe first 2 would be doing the same thing as doing the 2nd two.
Alright, that's what I figured. Using either one didn't matter. Thanks for that help, but how about for the SSF?

If the voltage is under what it's supposed to be at a certain frequency, that's okay right?
