Setting gains on audiopipe 10001D

I was trying to set my gains tonight on my amp with a DMM. I am running a Audiopipe 10001D, RE SX 15", and Kenwood KDC-MP345U for a head unit. The sub is wired to 1 ohm. So I unplugged the sub wires, turned the head unit bass to 0. treble 0, mids 0, bass boost off (dont use it anyways), and EQ to natural, turned the sub level all the way up to 15. When I turned the gain up hardly at all and it was already at 36.62. The sub hardly got loud at all. Does anyone know why it wont allow me to turn the gains up very far?

 
I tried on an AP15001D recently and didnt work, not sure if it was my cheap dmm(harbor freight) or if it was an amp that doesnt give output w/o speakers connected? Basically I was getting erroneous readings I think like yours where it got lower as I turned it up. It was on a cheap JVC deck and i think this particular deck needs the "loud" on to get the full rca output voltage cuz its weak, anyway had the gain 1/2 way with the loud off, that was to push a Diamond D6 15". Its been slamming like that for a month or 2.

and I recently threw away my older craftsman dmm that seems to work just fine on my MB Quart DSC 1500, but the stupid dmm wouldn't read ohms worth a crap so I hummed it
