Because you can lower the bit into the work with a plunge. A fixed router has no way to do that.

i dont have a plunge router...you have to adjust it by turning part of it...and i use it to cut sub holes with a jasper jig //content.invisioncic.com/y282845/emoticons/smile.gif.1ebc41e1811405b213edfc4622c41e27.gif

To do circle cutouts you either need the 1/4" straight bit or 1/4" spiral UPCUT bit. You can also do multiple passes to get flush cutouts for speakers.

A table and speaker rings compliment the flush cut bit. Or is that the other way around?
