If you want to go fast, reliable, for least $$, buy a Honda Civic, B-series turbo it.
If you like comfortable, and dont mind being a little bit slower, go GTI 1.8T or WRX.
Dodge Neon will always be a Dodge Neon, no matter how fast it is.

Honda engines are such junk. They make 0 torque and in order to make power you gotta spin them like mad.
The guy doesn't seem like a huge car dude (Although I only read 2 pages) since he recently got a ride in a boosted car.
Honestly man, I have a buddy with a big turbo SRT4, I have a big turbo SRT4... minor suspension mods amd they handle great (more then 95% of the drivers will ever use), 4 door, mod friendly, and can look tasteful with some cosmetic changes. Very fun cars to drive and they make good power. People say it's just a Neon and yea, they are right. It is just a Neon. But it's a strong engine, strong ******, and runs hard. It really is a good little skittle.
08 Cobalt SS looks very promising. Stock dyno charts show great power under the curve and I am very confident they are going to be very mod friendly. The Ecotec holds the record for the most horsepower out of a 4 cylinder. You should consider this and the Mazda Speed 3 for sure since you can buy brand new and have warranty.
VW cars are absolute junk.
Mazda Speed 3 FTW. I would have purchased this car if I had 25k to spend.
Evo would have been my ulimate choice for a turbo car if I had 37k to spend.
Subarus are way overpriced and way to expensive to mod.
But if you want a fun car to drive that is fast as hell... get an 03-04 Cobra. Can get them for 23-27k and will annihilate any of the choices above stock vs stock. Full boltons vs full boltons gives the same result.
If you wanna build a car, I suggest building/buying a 1g DSM. The 4g63 is a superior 4 cylinder engine that has been around for 27 years. You can even purchase a fully built 1g DSM for like 10-12k that'll run 10s all day and still drive it around like a stock car.
