It really sounds like its out of phase either from the LOC or the subs themselves. To check, unplug one of the RCA's from the amp and if it plays then your LOC is out of phase. Get a speaker popper, disconnect the sub from the amp, and pop the sub, if it pops then its not that, if it doesn't pop then its your subs wiring.

Also, if you tapped off of wire for tweets then there will be no signal to push the subs, if you tapped off of mids then there will be some, full range you should have a signal.
