Problem with Amp

Hey guys, I've been having issues with my amp. While driving it suddenly turned off, so I figured the amp was bad. Sent it in to get it checked out, Arc Audio sent it back saying it was fine. Plugged it in, played for 2 hours and died. Figured it was the amp again, and bought a new one to stop the headache. Now nothing. I have checked with a multimeter from + to - there is 13.5v, remote to - there is 4.7v . However, when the car is switched on ACC with remote wire sending a signal, the voltage from the power wire WHEN wired to the amp, drops to 4.7v as well, equal to the remote wire voltage. This is very odd because if I disconnect the power wire +12 from the amp itself, the multimeter jumps back up to 12-13.5volts. So the amp is somehow limiting the power. The power wire is directly wired to the front of the car's battery terminal. The ground wire is to the rear of the car, near the frame. I haven't checked that ground's resistance, but what is going on??? The amp doesnt even show a sign of turning on, or going into protect mode -just silent. Why is the power wire giving a weak voltage when i turn the car on ACC? Very odd - I even tried running a wire from the 12+ to the remote wire on the amp , and still the amp doesnt turn on....)

Indeed, the big three have been done. I'm guessing that the ground is faulty and my battery may be on its way dying. Can a dying battery still start the car fine but fail to give enough amperage to power an amp?

I have an alpine headunit 9887 with eclipse eq to an elemental designs nine 2x - and nothing is working. Tommorow I plan on running brand new power lines, brand new remote lines, and having it direct from the alpine head unit to the amp to see if the EQ might be fried.

Also, when using a voltmeter, Im reading it on dc 200v correct? When I touch + and - on the battery terminals, It reads anywhere from 12.5 to 13.5 v's. Does this seem correct?

Any inputs are greatly appreciated. Thanks!
