thats because galamonkey is wrong.
your max internal volume (assuming .75" all the way around, and that all given dimensions are external dimensions) is 15.6cu ft
you have 225.60cu in of port area, and assuming that the walls of the port are 0.75" MDF, there is a total displacement area of 277cu in.
In order for the box to be tuned to 40hz, with a max internal volume of 15.6cu ft, you can do 12cu ft@ 40hz with a port length of 22.20"
EDIT: this will result in a total internal volume requiring 15.55 cu ft, which is **** close.
