1. should a passive radiator be on the opposite side of the box as the sub,or on the same side?

2. if they are to be on opposite sides, should they be directly back to back or off centered from each other?

and yes this is in a car, not a home sub

anyone else? i know that boston acoustics has their passive padiators opposite the sub. if the only difference between opposing each other and side by side is for box dimensions than in ok, just not sure how a front firing PR will sound....

Front firing is fine, but it will shake the shit out of the enclosure, that's why many people fire 2 in opposite directions. If you mount your box down (and you always should), you're good to go. Remember to front/rear fire the passive- the suspensions fail quickly under stress of gravity of up/down firing.
