I dont get it. Why would 35 be the lowest? If I tune it at 20 the response would be flatter throughout a lower frequency. It would basically be a sealed box that hits deeper and lower.

You're not taking cabin gain into account. In car response is generally a whole octave lower than the tuning frequency.

You can do whatever you want though. To get a 20hz tuning, with adequate port area, your port length would be insane... The lowest I'd ever go is 26-28hz, depending on the vehicle and the sub.
