If you can find a used RL-i 8, GRAB IT. The Ascendant Audio Assassin 8 is also a very strong choice.

the best 8" sub is a 15" with 8" of excursion

JL 8w7. Never heard one, but I can't imagine it being bad unless your budget is smaller than your desires.

In my search for 8" sub...I am stongly leaning toward the w7.

Although I guess I am odd since I have 8" midbass as wells.
