Do you mean take the positive and negative cables and plug it into a wall socket?

 
@ 250w...must have been PURE distortion in the wrong box.....unless you had a factory defect.

I had my 2 CVR122s, all parallel, in a downfire box (.70 cu.ft.) on my Orion 250. Yeah, half ohm daily. And I was abusing them like a red-headed school girl giving away moist cookies. And mine are still, 3 years later, going strong.

If the signal is severely clipped, then yes; the extra power induced can lead to thermal failure of the voice coil. But one can't just automatically assume that he blew his sub because he was running 250W to it instead of 400W. Sure, it's possible if he clipped the piss out of his amp... but there are other reasons as to why the driver would fail.
It could be that his box is way too big, or it's a ported enclosure and he played something way below tuning -- and seized it up from over-excursion. He hasn't really elaborated.

OP -- If you really want to know how this happened, you need to give us more info. Be thorough, specific, and honest -- we aren't going to buy any BS lines about how you were just playing some Barry Manilow at low volume... what did you have cranked right before you locked it up tight?

so whats clipping? ok so its a sealed enclosure not sure what size but it was within the recommended amount I wont lie I crank that thing once in a while but this time i was just listing to the radio and i didn't even now it until i noticed the light on the bass knob was off. thats why i want to know what happened so it wont happen again.
