Low voltage with system off

I have a 2014 Chevy Sonic 1.4l. I just got the system installed about a week ago, and I noticed that sometimes when I start my car the volt meter reads 14.6 - 14.8 and within 30 seconds it's sitting at 12.7 and won't go any higher ( this is with my radio completely off). I'm not sure of my alternator is going out or if it is something else

Google ‘GM regulated voltage control system’. Basically the ecm turns the alternator on and off to help gas mileage.

Thanks for the info. Is there any way to bypass this to get a constant 14.4?
